Certify OVN via Neutron API with external OSP provider. This should use the same RHV OVN runtime driver that is used for the RHV OVN support. Verified upstream with: vdsm-hook-openstacknet-4.20.44-2.gitb8faa31.el7.noarch openvswitch-ovn-common-2.9.0-56.el7fdp.x86_64 openvswitch-ovn-host-2.9.0-56.el7fdp.x86_64 Red Hat OpenStack Platform release 13.0 (Queens) rhvm-4.2.8-0.1.el7ev.noarch Certified with the only exception that the port's state is DOWN after migration, but everything is working as expected and VMs can communicate after migrations. We will open a bug on this issue.
