Description of problem:
inkscape which is shipped in Fedpra repo don't support "Corel DRAW 7-X4 files" without (UC) in file picker window.
Because of this, Fedora does not open new Corel DRAW files, but this files opens fine in Ubuntu.

# rpm -q inkscape
inkscape-0.92.3-7.fc30.x86_64

# inkscape --version
Inkscape 0.92.3 (2405546, 2018-03-11)


How reproducible:
Try open attached file.

This bug appears to have been reported against 'rawhide' during the Fedora 31 development cycle.
Changing version to '31'.
