Description of problem: 

Need tooling to support backup and restore procedures.

This request is to consider backup&restore feature(s) included in the OSP 15 program to be backported to an earlier release.

Version-Release number of selected component (if applicable): 
RHOSP10 - for use cases beyond fast-forward upgrade.
