Description of problem:
Unable to set a bad SLA on a registered system

How reproducible:


Steps to Reproduce:
root@ibm-z-116 ~]# syspurpose set-sla foo
service_level_agreement set to foo
Unable to update consumer with system purpose: HTTP error (400 - Bad Request): Service level "foo" is not available to units of organization admin.
Unable to sent system purpose to candlepin server
     
    

Actual results:
User is not allowed to set SLA to any value

Expected results:
User should be allowed to set SLA to any value

For this, candlepin should allow the bad SLA, without returning 400.
