Forgot to mention that I am running on a HP Envy x360 with AMD Ryzen 5 2500U APU. Kernel is 4.18.9-200.fc28.x86_64. KDE Plasma version is 5.13.4. KDE Frameworks version is 5.48.0. QT version is 5.11.1.
This still occurs in Fedora 29: Kernel version 4.19.2-300.fc29.x86_64 KDE Plasma version 5.13.5 KDE Frameworks version 5.52.0 QT version 5.11.1.
I'd encourage you to report this upstream to bugs.kde.org, if possible. thanks.
It seems that the last few updates to plasma seemed to have fixed the issue. Now I see under battery, the charge level and energy consumption graphs. Plasma version: 5.14.3. I will mark this as closed.
