Maintainer of python2-notify here. Unfortunately, my tools for locating dependencies were deficient and thus I saw this package as "OK to retire" when clearly it wasn't. I'll work with releng to get it unretired and returned to working order, so your packages will be working again shortly.

Related, I couldn't get deluge-daemon running as a service without installing python-service-identity systemd coughed up "UserWarning: You do not have a working installation of the service_identity module" (which has a bump request here https://bugzilla.redhat.com/show_bug.cgi?id=1454995 but otherwise installed fine on f29) hth
