Description of problem:
After successful resize Nova recreates instance directory. Part of the symptoms are described at https://bugzilla.redhat.com/show_bug.cgi?id=1478399 but it's present on RHOSP 10 as no being backport.

Pre live migration step will  fail because of it.

 ERROR nova.compute.manager [instance:xxx] DestinationDiskExists: The supplied disk path (/var/lib/nova/instances/xxx) already exists, it is expected not to exist.

Combinated with other factor like live migration or evacuation situation this leads to some gaps affecting Openstack operators to workaround things and enter on other corner scenarios.
