Previously, when the ovs-vswitchd service restarting, an error displayed wit many open files. With this update, the number of sockets opened by ovs-vswitchd are decreased, and the described problem no longer occurs.

Description of problem: After Re-starting the ovs-vswitchd Service on a controller Ends up in Service failing with Error "too many open files"

How reproducible: This is happening in a Specific Cu. Env, where the problem is faced, 


Steps to Reproduce:
1. Set the controller in Standby Mode
2. Re-start the ovs.vswitchd service
3. ovs-vswitchd service tries to still create TAP devices and fails with at the End with "too many open files"

Actual results: Ovs-vswitchd Service fails to start


Expected results: 1) ovs-vswitchd Service should start without failure
2) Since the controller is in standby Mode it should not try to create so many ports
