Boot output showing failure.

Description of problem:
I'd provisioned a number of systems within the last few months, all of which were running selinux-policy-3.13.1-192.el7_5.3 and selinux-policy-targeted-3.13.1-192.el7_5.3

I upgraded one of them to 3.13.1.192.el7_5.6 during a config management run. When the system rebooted, the 'boot bar' continues to run, and the system never boots. Turning quiet boot mode off shows 'SELinux Policy Failed to Load. Freezing'.


Version-Release number of selected component (if applicable):
3.13.1.192.el7_5.6

I'm not sure if its selinux-policy or selinux-policy-targeted causing the problem, but both versions are the same.

How reproducible:
I've managed to reproduce this repeatedly; 10/10 times.

Steps to Reproduce:
1. Install fresh copy of 7.5.1804
 - selinux-policy* should be 3.13.1.192.el7_5.3
2. Yum upgrade (Ensure that selinux-policy* gets upgraded to 3.13.1.192.el7_5.6)
3a. install any policy. This may be related to installing a policy after the upgrade as well, but I'm not sure. The policy in question was working on the 5.3 installation though.
3b. Reboot system

Actual results:
System never boots, is stuck showing bootbar. Message appears before boot bar "Failed to load SELinux Policy, Freezing". System never boots.

Expected results:
Proper system boot.

This issue was not selected to be included in Red Hat Enterprise Linux 7.7 because it is seen either as low or moderate impact to a small number of use-cases. The next release will be in Maintenance Support 1 Phase, which means that qualified Critical and Important Security errata advisories (RHSAs) and Urgent Priority Bug Fix errata advisories (RHBAs) may be released as they become available.

We will now close this issue, but if you believe that it qualifies for the Maintenance Support 1 Phase, please re-open; otherwise, we recommend moving the request to Red Hat Enterprise Linux 8 if applicable.
