Description of problem:
When looking at the overview section in the Horizon UI (available at http://<hostname>/dashboard/project) with the Manila Horizon UI Plugin installed, the limits for Manila are present in the view but the numeric data underneath the pie charts shows "False 0 of 50", for example, for the limit of Shares that can be created. This same pattern is shown for all of the Manila limits on the same page. This issue showed up in both an installed OSP-13 environment as well as an environment that went through FFU from 10 to 13.

Steps to Reproduce:
1. Install OSP-13 and ensure that Manila and Horizon are configured and installed.
2. Access the Horizon dashboard and navigate to the Overview section (available at http://<hostname>/dashboard/project)
3. Observe that the Manila limits incorrectly show False before the numerical data about the limits.

Actual results:
The word False is displayed before the numerical limits for Manila in the Horizon UI.

Expected results:
Ideally like the other limits displayed on the Overview page, there should be some sort of helpful indicator like "Used" or "Allocated".
