Description of problem:
The tcmalloc 3rd-party allocator has been enabled by default since Luminous/rhcs-3.0, but attempts to use it on later rhcs-2.x builds revealed that it can cause high CPU utilization on some workloads, on at least some platforms.  

This change permits selecting the system allocator for rgw binaries only, and deselects it.
