This is a similar RFE as BZ#1481828 but for RHCS2.*

According to the RHCS3.0 release note:

in previous releases if the user set osd_scrub_during_recovery to false, only the primary OSD was checked for recovery activity.

this change seems to have been implemented upstream on jewel:

This is already fixed in RHCS 2.y.
