Description of problem:
Package eclipse-usage fails to build from source in Fedora rawhide.
This started to happen after apache-commons-lang3 update (bug #1619243).

Version-Release number of selected component (if applicable):
4.9.0-1.fc30

Steps to Reproduce:
koji build --scratch f30 eclipse-usage-4.9.0-1.fc30.src.rpm

This is a problem in apache-commons-lang3 package - after upgrade from version 3.7 to 3.8.1, Bundle-SymbolicName was unexpectedly changed from "org.apache.commons.lang3" to "org.apache.commons.lang". Upstream uses the former value in both versions.
