Description of problem:
While converting from puppet to docker templates in master branch [1], the mapping for NeutronSriovHostConfig is missed. But it was later added by patch [2] in master.

Since the back porting order of these to was not in same order ([2] was back ported before [1]), resulted in missing NeutronSriovHostConfig only in stable/queens version of environments/neutron-sirov.,yaml env file.
