Description of problem: Users can't delete an existing migration plan

1. Create migration plan

Actual results:
No option to delete the plan on the overview page

Expected results:
Option to delete the plan on the overview page

Additional info:
Migration plans in progress can't be deleted

Fixed! I can delete migration plan on overview page.
