Individual Bugzilla bugs that are migrated will be moved to status "CLOSED", resolution "MIGRATED", and set with "MigratedToJIRA" in "Keywords". The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "Satellite project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/SAT-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

Description of problem:
External Capsule on Rhel7.6 fails to synchronize with the UI message saying: "Not all necessary pulp workers running at .../pulp/api/v2/."

Version-Release number of selected component (if applicable):

satellite-6.3.4-2.el7sat.noarch on rhel 7.6 (RHEL-7.6-20180928.0)
+ external capsule satellite-capsule-6.3.4-2.el7sat.noarch on same version of rhel 7.6

How reproducible:
Always, both for optimized and complete sync. However does not occur with same capsule package on rhel 7.5

Steps to Reproduce:
1. install & register capsule
2. in satellite ui, go to capsule details and click Syncronize

Actual results:
red box with "Not all necessary pulp workers running at .../pulp/api/v2/."

Expected results:
successfull sync

Additional info:
does not occur with capsule on rhel 7.5

Since all that needs to be done is cherry pick, I've linked the two issues and the tooling should handle creating the MR, according to pcreech.  Moving to POST.

Verified with satellite-capsule-6.3.5-1.el7sat.noarch on rhel7.6 both with freshly installed capusle, and with upgraded one from 6.3.4. Capsule sync works as expected, no avc denials show up.
