Description of problem:
Section 1.2.4.1 of the Instances and Images Guide[1] is missing a description of how to set the whitelist and blacklist for web-download. 

Configuration is documented upstream.[2]

Configuration options for Glance are documented in section 19.4 of the Advanced Overcloud Customization Guide as well.[1]

To answer this doc BZ: 
* Add steps for how to add whitelist or blacklist sites in the Instances and Images Guide. 
* Add steps to verify that this capability is enabled in the Advanced Customization Guide.
