TripleO is able to configure overcloud nodes with any existing tuned profile [1] but it isn't able to define a new tuned profile to be applied to overcloud nodes. 

It was determined that Nova/CephOSD HCI nodes encounter BZ 1628670 unless they are using a custom tuned profile. The issue can be worked around by creating the tuned profile with a preboot script but it would be better of TripleO could create arbitrary tuned profiles as a function of user input.
