Description of problem:

ceph-ansible 3.2 will have ceph-volume by default and support non-containerized and containerized deployments. Also, we don't want to encourage people deploying ceph-disk OSD anymore, so dropping the support the sooner, the better

Unable to deploy OSD with ceph-disk, only ceph-volume.
