Description of problem:
It would be better to stop using Haskell alternatives in ghc.
Since hugs98 is largely historic now anyway.

Current alternatives are for runhaskell and hsc2hs

hugs98 alternatives has been removed in F31 Rawhide

This bug appears to have been reported against 'rawhide' during the Fedora 31 development cycle.
Changing version to '31'.
