How reproducible:


Steps to Reproduce:
1. Installing a pc with the Fedec-LXDE-Live-x86_64-29-20181009.n.0.iso with creation of a user at the time of installation
2. a user nobody was automatically created with id 65534
3. Creating a new user test1 with the adduser command, it has id 1001
4. System-config-users installation
5. Creating a new user, it has id 65535.

Actual results:


Expected results:
Creating a new user, it has id 100x

Additional info:
It will not be visible with sddm
