Description of problem:
The current EPEL package for nagios-plugins-perl, version 2.2.1-9git5c7eb5b9, does not provide perl(utils) when queried with rpm like the previous version 2.2.1-4git did.

2.2.1-9git5c7eb5b9

How reproducible:
Always

Steps to Reproduce:
1. Download the affected version of nagios-plugins-perl from the EPEL 7 repo
2. run rpm -qp --provides </path/to/rpm>/nagios-plugins-perl-2.2.1-9git5c7eb5b9.el7.x86_64.rpm
3. Note that 'perl(utils)' is missing from the list of provides

Actual results:
nagios-plugins-perl = 2.2.1-9git5c7eb5b9.el7
nagios-plugins-perl(x86-64) = 2.2.1-9git5c7eb5b9.el7

Expected results:
nagios-plugins-perl = 2.2.1-9git5c7eb5b9.el7
nagios-plugins-perl(x86-64) = 2.2.1-9git5c7eb5b9.el7
perl(utils)

Additional info:
As noted above, a previous version of this rpm, namely nagios-plugins-perl-2.2.1-4git.el7.x86_64.rpm, included 'perl(utils)'

Please see the perl maintainers reasoning for why they see it providing a bug and the problems it can cause with other non-nagios rpms.
