Description of problem:
ControllerOpenstack role is missing the OS::TripleO::Services::ContainerImagePrepare service which causes overcloud deployment fail due to missing images.

Version-Release number of selected component (if applicable):
2018-10-10.3 puddle


How reproducible:
100%

Steps to Reproduce:
1. Deploy overcloud using the ControllerOpenstack role

Actual results:
Deployment fails because openstack-horizon image is missing on the undercloud.

Expected results:
The container image prepare workflow should have ran and uploaded all the required images on the undercloud.
