Description of problem:
The "Actions needed for configuration capabilities" column in the list of target systems for config management at https://<sat5-server>/rhn/configuration/system/TargetSystems.do contain "Subscribe to RHN Tools channel" even for RHEL 8 clients. There is no RHN Tools channel for RHEL 8.

Steps to Reproduce:
1. Provision a RHEL 8 system and register it with a Sat 5.8 server.
2. Go to https://<sat5-server>/rhn/configuration/system/TargetSystems.do
3. Check the "Actions needed for configuration capabilities" column

Actual results:
The column contains "Subscribe to RHN Tools channel" for RHEL 8 client

Expected results:
No mention of RHN Tools channel for RHEL 8 systems, recommend a subscription to the RHEL 8 AppStream channel instead.

Tested with spacewalk-java-2.5.14-128.el6sat.noarch. RHEL 8 clients now have "Subscribe to AppStream channel" recommendation, while RHEL[6-7] still ask for "Subscribe to RHN Tools channel".
