Description of problem:
An inconsistency has been introduced between UI and API. Se bz 1602413

User with Compute -> Clouds -> Cloud Providers -> Operate -> Refresh feature enabled can refresh only cloud providers in the UI. However, over the API he can refresh cloud as well as infra provider.

The same goes for Compute -> Infrastructure -> Infrastructure Providers -> Operate -> Refresh feature. User can refresh only infra providers in the UI but over the API he can refresh cloud as well as infra provider.

Please consider fixing API.
