Description of problem:
I'm having this issue described in https://access.redhat.com/solutions/1527153 with a couple Satellite 6.3.4 installations. I go to: 

Satellite 6 webUI ---> Select the Organization ---> Content ---> Red Hat Repositories ---> expand the product ---> expand the repos collection 

and I'm getting inconsistent results. Sometimes some repos appear, other times other repos appear, almost never all the available repos are shown. Just refreshed the manifest, issue still happening.

Steps to Reproduce:
1. Satellite 6 webUI
2. Select the Organization
3. Content
4. Red Hat Repositories
5. Expand the product
6. Expand the repos
7. Take a look at the available repos. Not all of them are there. This happens frequently with big repos, like "Red Hat Enterprise Linux 6 Server (RPMs)" which should have repos from 6.0 to 6.10, both i686 and x86_64, plus 6Server i686 and x86_64.

Actual results:
Not all of the repos are displayed. This happens frequently with big repos, like "Red Hat Enterprise Linux 6 Server (RPMs)" which should have repos from 6.0 to 6.10, both i686 and x86_64, plus 6Server i686 and x86_64.

Expected results:
All the available repos are displayed, always, consistently.

Additional info:
The attached screenshot shows how some repositories are missing. In this case, repos for "RHEL6 Optional packages" versions 6.2, 6.3, 6.8 and 6Server are missing, without any reason. If I close and reopen the list, then I may (or may not) get a different list. It's like a lottery which repositories I'll get.
