VirtualBMC (VBMC) is no longer supported, and should not be used in production environments. For testing purposes, you can install VBMC directly with pip.

Description of problem:

This is a request to drop vbmc from OSP-14.  This is necessary because of vvmc's dependency on zmq, see https://bugzilla.redhat.com/show_bug.cgi?id=1635532 for more info.
