Description of problem:
At this moment is possible to use Barbican for Swift but not when RadosGW is used as Object Storage

Version-Release number of selected component (if applicable): OpenStack 13 and Ceph 3

Additional Information:

Ceph RadosGW allows to use Barbican to encrypt on server level:

removing TM does not meet the GA must have, will review again for 17.0.x or 17.1

We won't be deploying RGW from the OpenStack installer in 18; we will be testing integration of RGW with Barbican using https://issues.redhat.com/browse/OSP-2074
