MAC_Binding entries are not updated when Floating IPs are added so when a new FIP is assigned an old gw IP address, it'll be unreachable as wrong MAC address is used.

So far we workarounded it in networking-ovn but this should have proper fix in core OVN side.

According to our records, this should be resolved by openvswitch2.11-2.11.0-26.el7fdp.  This build is available now.
