Description of problem:
RHEL 7.6 contains libgtop2-2.38.0-3.el7 which updates libgtop-2.0.so.10 to libgtop-2.0.so.11.  MATE packages requiring libgtop-2.0.so.10 need to be rebuilt for RHEL 7.6.
