This is fixed with the 7.6 update.  The base problem was that the file wasn't getting the version/release included

octavia-amphora---x86_64-rpm.manifest

vs

octavia-amphora-13.0-20181102.1-x86_64-rpm.manifest (as an example, not the real version)
