Description of problem:

When installing openshift using openshift-ansible you get the following error in the master node:

Nov 05 18:19:54 master dockerd-current[959]: time="2018-11-05T18:19:54.866390757+01:00" level=error msg="Not continuing with pull after error: Error: image openshift/origin-pod:v3.11.0-rc.0 not found"

even configuring the version in the inventory file doesn't help:
openshift_release="3.11.0"
openshift_pkg_version="-3.11.0-1"

Still do a pull to the no existing v3.11.0-rc.0

Version-Release number of selected component (if applicable):


How reproducible: Always,


Steps to Reproduce:
1. run the deploy_cluster.yml
2. wait until if fails... long time out and many retries
3. check the master node with journal -xe
4. look for errors 

Actual results:

openshift doesn't start at the end of ansible script.

Expected results:

openshift should be avaialble

Additional info:

My inventory file is https://github.com/jfclere/tomcatPI/blob/master/cloud/hosts.cloud.redhat
