OK, upstream thinks this is not a bug, but rather a feature. A new "Deskbar" panel orientation has been added (meaning vertical with horizontally oriented texts), while the old "Vertical" means "rotated by 90°" (at least partially - the icons are not rotated, but for example the virtual desktops are reordered). Closing for now as NOTABUG.
