Description of problem:
The starter plan expires immediately after subscribed.

Version-Release number of selected component (if applicable):
OpenShift Web Console:v3.11.28

How reproducible:
100%

Steps to Reproduce:
1.Log in the openshift account console
2.ADD a new "Openshift Online Starter" plan
3.Wait for a few minutes then check the cluster 

Actual results:
2.The "Sandbox Expires" of the cluster on account console shows the time we added the plan.
3.The plan is deprovision immediately.Only one email,which subject of "our Red Hat OpenShift Online account has expired",is received.

Expected results:
2.The "Sandbox Expires" should show the time 60 days later
3.The cluster should exist for 60 days.Before the deprovision another two warning emails should be sent to Starter users with subscriptions expiring in roughly 7 days and 24 hours.
