We need to validate that node.properties['root_device'] (if present) is a valid dictionary, not a string. Bonus point for checking that the set of keys matches https://docs.openstack.org/ironic/latest/install/advanced.html#specifying-the-disk-for-deployment-root-device-hints

This comes from a ML discussion when somebody did:

$ openstack baremetal node set --property root_device='{"serial":d82ec48938010010"}' <node>
