Description of problem:

rbd-mirror does not come up after reboot

How reproducible:

Reboot a machine

Steps to Reproduce:
1. reboot the machine
2. check rbd-mirror process

Actual results:

rbd-mirror is down

Expected results:

rbd-mirror is up

This only thing to test here is simply to reboot a machine that was running the rbd-mirror daemon. I'm setting this to low so you don't have to test it as this is covered by our upstream CI. Thanks.
