Description of problem:
In order to convert from HTML->text xmlto needs either w3m, elinks or lynx. If
you're building fedora-release in a chroot that has just the necessary build
reqs it will fail w/o xmlto having a req on w3m, elinks or lynx

look at: /usr/share/xmlto/format/docbook/txt

there are 3 possible converters but if none is present it won't work.
