Description of problem:
Deployment fails when deploying with ODL due to other OVN/OVS services mentioned in resource_registry in custom roles file.

Version-Release number of selected component (if applicable):
OSP13-ODL

How reproducible:
Sometimes

Steps to Reproduce:
1. Deploy OSP13 + ODL with custom role file and OVN services enabled in resource_registry of roles_data.yaml

Actual results:
Deployment fails.

Expected results:
Deployment should not fail.

Solution: Disable OVN services in ODL's env file.
