Description of problem:
AWS tags have been mapped in CloudForms UI, however, these AWS tags are not visible in the topology. Only the default Red Hat tags are visible.

Version-Release number of selected component (if applicable):
cfme-5.9.5

How reproducible:
Always

Steps to Reproduce:
1) Create an instance or take existing instance and tag it with test:testing or with your own tags.

2) Go to Configuration -> CFME Region -> Map Tags

3) Add a tag:

   Entity: Instance (Amazon)
   Label: test
   Category: Testing

4) Refresh the provider

5) Go to the summary of that instance
   In Smart Management field should be:
   My Company Tags test: Testing

6) Now check Compute -> Cloud -> Topology

Actual results:
These AWS tags are not visible in the topology. Only the default Red Hat tags are visible.

Expected results:
Topology should display AWS tags as well.
