11.11.1. Rebalance Throttling

Describe the issue: 
Rebalance throttle settings can be changed two different ways. 

 #1 - Setting based on string match - lazy, normal, aggressive

 #2 - Setting based on numbers
      - The number of threads spawned by rebalance process will depend on this setting passed. The minimum value is 1 and the maximum value is the lowest number of cores a node has in the cluster. E.g. if there are two nodes in the cluster with 5 and 10 cores respectively, the maximum number of throttle count can be 5.
