Description of problem:
Older releases of os-collect-config are missing fixes which make it more reliable on large clusters. The fixes reduce load on the undercloud, and allow recovery of the service when the undercloud is temporarily unavailable.

The fixes exist from OSP-10 onwards, so they need to be backported.
