Description of problem:

A race condition exists where the MDS will deadlock while processing config changes from the admin socket.


How reproducible:

Difficult to reproduce without large scale testing and repeated changes to the config.

@patrick, Running CephFS teuthology automation and CI regression are enough for this testcase ?
