Description of problem: For the images： openshift/ose-cluster-kube-apiserver-operator:v4.0, openshift/ose-cluster-kube-controller-manager-operator:v4.0, openshift/ose-cluster-openshift-apiserver-operator:v4.0, openshift/ose-cluster-openshift-controller-manager-operator:v4.0 are still missing and blocking our downstream test. Confirmed with latest ocp payload image, all the master team image exist .
