Description of problem:  When creating new users in cockpit it is not possible to override the password checker.  This goes against the behaviour of anaconda and command line tools

How reproducible:  100% of the time, every time


Steps to Reproduce:
1.  Log into the Cockpit UI
2.  Create a new user
3.  Attempt to set a weak password, it's not possible

Actual results:  Not possible to use the password chosen


Expected results:  The user can choose to use a weak password if they really wan to. 


Additional info:  I'm not for weak passwords, but this behaviour is not consistent with the rest of the OS
