Description of problem:
From the GUI, you can only delete a deployment if it failed. On successful deployments, the button "delete deployment" is not present on the page.

How reproducible:
100%


Steps to Reproduce:
1. Deploy an overcloud. I deployed 1 controller + 1 compute with all defaults.
2. After deployment, try to delete the overcloud from the GUI.

Actual results:
No delete button.

Clarification: you can delete a failed deployment only from the detailed view where you see the errors that caused the failure. When the deployment is successful there is no detailed view and no way to delete the deployment from the GUI.

In fact, the "delete deployment" button never appears. It should always be on the deployment page when there is something to undeploy.

This is a regression so marking it as a blocker.

The button exists.
Also I have verified that the button deleting deployment correctly.
