Description of problem:

Calling abrt-cli on command line (tested on console and ssh terminal) fails:

# LANG=C abrt-cli list
Can't connect to system DBus: Error calling StartServiceByName for org.freedesktop.problems: GDBus.Error:org.freedesktop.DBus.Error.Spawn.ExecFailed: Failed to execute program org.freedesktop.problems: Permission denied

This works on Fedora 28 without problems.

I don't know if it is related, but abrt GUI is always empty, even if there was a crash notification (on GNOME).
