Description of problem:
In rhel7, I can add kernel boot argument in /etc/default/grub 
 (GRUB_CMDLINE_LINUX) and grub2-mkconfig -o /boot/grub2/grub.cfg.
But the way is no effect in rhel8.0beta. And I can't find the new argument in the /boot/grub2/grub.cfg.

How reproducible:
When I reinstall the os, It always reproducible

Actual results:
The new kernel argument doesn't appear in the /boot/grub2/grub.cfg and dmesg

Expected results:
It should be appear in the /boot/grub2/grub.cfg after `grub2-mkconfig -o /boot/grub2/grub.cfg`
