Red Hat OpenStack Platform 14 is now supported on IBM POWER9 CPUs. This support is provided with the `rhosp-director-images-ppc64lep9` and `rhosp-director-images-ipa-ppc64lep9` packages.

For RHOS-14 we need to support POWER-9 processors.  These processors need images based on RHEL-ALT rather than RHEL.

To complicate things the ironic-inspector images need to be based on RHEL-ALT so that they can support both POWER-8 and POWER-9 platforms.

Add support to rhosp-director-images to build these images and package add the required artefacts to the RPM
