The dependency on bridge-utils needs to be removed since that package was dropped from RHEL8 as per Bug 1588705. In test scripts, brctl is used for RHEL version 6 only, anyway.

While doing so, all conditionals testing for RHEL version or Fedora distribution may be dropped as well since the tests are tied to a specific version of RHEL.

Due to OSCI gating being active, this defect currently blocks iproute releases in RHEL8.

This is no longer necessary, gating.yaml has been updated to require baseos-ci tests instead. In fact, the osci ones are outdated and not maintained so this is the right solution either way.
