The reproducing steps are not clear to me, do you say the user is not assigned the usergroup from step 1 after his/her account is created? Does that work if you simply uncheck "admin" checkbox? Is the Usergroup Sync enabled for this auth source?

It is verified in satellite 6.8 Snap 2, Message is added 'rights are currently inherited from a user group' marking this is as resolved.
